This is a power spot. Otaru prospered in marine transportation and herring fishing, and those who were successful had houses on the hill with a Tenman-gu Shrine.
Residences formed in a line where they could overlook the port.
The slope you can climb is the Shusse zaka slope, meaning promotion in Japanese.
The building with an overhanging front is an Otaru history museum.
Advance on towards the hill by all means, and take a look.
